It could be anything but do you think NASA would send astronauts into space with as many hazardous objects as that floating around? What about collisions with the shuttle and space stations? Anything travelling at thousands of miles per hour and colliding with the shuttle would cause serious damage. The fact that some of the lights seem to pulse would also suggest they're not random specks of junk. If they were they would hold the sun's light continuously rather than flash.
